Carb cleaning reassembling help plz
 

I have a question I have the 150cc carbine and was cleaning the carb but wanted to know when I removed top vacuum cover and needle slide there a plastic part with 3 legs wanted to make sure after seeing help pdf thanks by the way does the plastic legs install downward into carb or upward the cover the pdf dont show that also on the air cut valve the diaphragm rubber has a pin that installs upward on the cover correct thank you in advance seen pdf and not clear on just these questions
