Hello - How can I tell if the temp is too high on my Kinroad 250?

It pegs past red and goes done to JUST below read if I turn on the lights?
Also, where can a service manual for the Kinroad 250 - especially the engine and drivetrain system?
How do you adjust the chain and know how tight?
