Place the kart on jack stands so the rear wheels are off the ground.
Start the engine.
Turn the suspected screw OUT 1/2 turn.
See if that affects RPM. If not, turn it 1/2 turn back IN.
Make sure your throttle linkage isn't hangin up somehwere. Is there any slack on the throttle cable when the pedal is not pressed?
