I have to agree with the TAV idea, if you buy the kit, it comes with everything you need, unless you also need a jack shaft, but the way your axle looks, it shouldn't need one, as the driven pulley will ride just behind the engine, and almost directly over the axle sprocket.
You can get away with a clutch only, if you were to go with a bigger engine, like an 11hp or bigger, but with the 212cc, you will need a TAV.
