Check the master cylinder. Make sure it is filled with brake fluid. Check the kill switch (if so equipped) and make sure the petcock (again if so equipped) is on and allowing fuel into the carb. Check the fuel tank to see if there is fresh fuel in it. Try starting fluid. If the timing has jumped as you suspect you have 2 alternatives...Rebuild the existing engine or purchase a new one. Look for a number stamped onto the engine. Do a search for it on line...you may get lucky.
