Those wires are for the starter interlock switch. What you normally would do is put one of them on one switch terminal, and one on the other, but then you would always have to keep the brake pressed to turn it on (a big pain in my opinion) so just keep it the way it is. All that's doing is completing the circuit (as those two are in contact) without the switch.
