Another thing to check; one side of the switch will have > or = 12 vdc (battery voltage) on it no matter if the pedal is pushed or not. The other side will have the same when the pedal is pushed only. Some but not many of these buggies require the key switch to be in RUN before the brake lights will work (like some cycles). Though, almost all only need the battery connected to a good switch and light for it to work. You can use a test light that doesn't require its own battery or a multimeter to check this.
