The rod rotates when the cable pulls it so I would think it can't get locked down with a bolt or a set screw.

I wouldn't think you shouldn't be able to lift it by hand either, that's why I think there might be a groove.

Imaging a bolt that only threads in far enough to catch the groove to keep the rod from lifting but not so far that it would stop it from rotating.

Easy enough to check, just stick a screw driver in there and see if you can lift the rod. The screw driver would catch the groove and keep the rod from lifting.
