I think if you disconnect the brown (black) wire from the lights to the battery negative, this will get your lights working right. I think you have 1157 bulb sockets and bulbs installed which is providing a parallel path for the voltage to get back to the battery through one of the filaments in the other light, causing both lights to light at the same time (although not through the same filament in each bulb) causing one to be just a little brighter than the other while it is blinking.
