Take off the air cleaner and check to see if the buterfly opens all the way up when fully depressing the gas pedal, also check the arm on the top of the carb to verify that it's hitting the full open stop.

Man...that is the weirdest and most complicated carb/throttle linkage I've ever seen on a 5HP Briggs. I'll have to post a picture or two tomorrow to see what y'all think of this contraption.
