It is very possible the low gear (part # 172MM-B-062004) and drive gear (part # 172MM-B-062005) are bad. The teeth are probably OK, but the dogs that engage are likely rounded. I just purchased a used 250 SS with this exact problem. If you can hold it in low gear by using the shifter, then this is good indication that the dogs are rounded. I carefully ground the rounded edges square with a hand grinder as a temporary solution, but I have ordered new gears. Check several websites for prices, they range from $20 to $75 for the same part. I have to say up front, that getting to the gearbox is a real pain.
