I pulled mine apart as it was messed up like yours when I bought it. the rod that is the button was rusted from being outside. I used my wire wheel on my grinder to clean it up then coated with white lithium grease and resembled and it is still working well over a year later. I do suggest storing the buggy indoors they last much longer out of the elements.
