Wow, what a difference! Thanks metalstudman1 for telling me how to get it apart. I took it apart, cleaned everything with a brass wire brush wheel in a drill, soaked everything in brake parts cleaner, then lubed all of the parts with dry lube. It shifts into gear great, very smooth, and no trying to creep at idle.

It seems like there is too much play in the belt. The info I have found says there should be 1/8-3/16" play around the shaft of the driver pulley, and I have about 1/2". The jackshaft plate isn't slotted, so I don't see how to tighten it up. Is it possible that I have the wrong belt? The number on the belt is 203785. Thanks again.
