Carbide starter whirls only

I found the issue with the starter in my previous posts was that the solenoid was bad. I jumped around it until a new one could arrive. Now have another issue. When the starter is activated it sounds like it whirls around but the motor is not turning over. I took the starter out to verify that it was turning. It does. I read something about the starter clutch. could this be what is causing the motor not to turn. Or is the starter gear not going out to engage the motor? When I took the starter apart I found what looks to be a snap ring broken inside near the tip part of the starter close to the gear exit.
