Need help

Just traded for a helix 150 and it has a few issues I need a throttle cable and wondering how to adjust brakes the guy I got it from locked them up and it had the rear end locked up he thought it was the clutch but I removed the brake and it seems to be fine but I removed the cover from the clutch to check it wonder why I got it off should go ahead and replace it any help would be nice it's my first buggy thanks in advance, jim
