Baja Dune 150 - questions on seat belts

Hi all,

So I am assembling my dune 150 that I picked up. I have a question about the inner seat belt bolts. Maybe I am being dense, but it does not seem to logically bolt back together. The previous owner had them in a box - so I don't know how they originally fit.
Here is a pic of it:


When I have the seabelts in and laid out as I think they go, the inner mount appear to need to be crossed to fit on the bolt properly:


or should do I have the the driver and passenger belts reversed and these angle tabs or brackets be on the outside?
