Default ATV gas tank question

Good morning. I started refurbing a Chinese ATV that was in bad shape. More just to learn how they work than actual riding. anyway, it has been sitting, I want to drain whatever is in the gas tank. I removed the bottom hose expecting it to drain, it did not at all. is it clogged, or is there a diaphragm of sorts requiring the carb to "suck" the gas from the tank. Before I do any more want to be sure! thanks.

Is there a petcock? If so, is it in the off position?

No, I have the tank totally out, no hoses. Does not drain on its own out the bottom hose port. Before I stick a piece of wire in there backwards to unclog, wanted to make sure there was not a component I would be damaging.
