Hammerhead 150 - Won't start

Greetings All – First Post

Have what I think is a hammerhead 150. Bought it as a non-runner. Previous owner hacked up the wiring harness. Bought a couple of wiring harnesses – non have matched up 100 percent. It turns over but won’t start. I’ve been trying to start by jumping across the solenoid. Do I need to rig up the ignition or fix the shift cable (its not hooked up at the moment)

Ignore the fact the carb is not hooked it, it was just replaced and not hooked to gas tank during the picture.
