Need some help with identifying this mini buggy and issues

Need some help identifying this machine... the only writing on the machine says "Mini Buggy". When I started it had no spark, broken air filter, etc. I replaced the carb because there were no screws in the carb bowl to clean it, sealed carb?

I replaced carb/gaskets, fuel filter, air filter, plug, replaced gas and oil. It fires right up but it is running wide open...adjusting idle screw doesn't change anything. Any help is appreciated. It won't let me upload a picture. Says it's too big and I have no idea how to change size?
