Joyner 250cc Sand viper won't idle

I have cleaned the carb and get it to start but won't idle. Found only one screw adjustment which seems to be idle screw. When get it to run seems to run rough.
Any ideas?

A history of the problem would be a good start.

Clean air filter, you may have to leave the air box cover off unless you rejet it
