Default carter 150

so i bought this carter 150 it runs but only about 15 mph it runs really good with the drive tires off the ground but soon as i sit in it it barley goes also it wont run worth a crap with the air cleaner and the cleaner box on it. I thought it was a carb prob with the air fuel mix not good so i bought a new carb and got pretty much the same thing. Ive tried to adjust the air screw and it doesnt do anything at all any suggestions. also it has a newer clutch on it also

First thing I would check is the rollers in the variator it sounds like when the clutch was replace they might have came out of the ramps in the variator.

i would suspect the rollers being turned
but could be the clutch
