Talking Registering Buggy at DMV

Hi Guys,

My experience registering my buggy at DMV

I went to the NYS DMV at Middletown, NY (Orange County).

My Buggy is Registered after a couple of small hurdles.


These are the Documents I needed:

1. MCO (Title)
* Make sure it states ATV on it
* Make sure your name & address is on the back of the MCO
* Make sure the Dealer / Previous owner's signature is on the back of the MCO also

2. Bill of Sale
* Bring in your receipt(s) showing your Purchase Price and Taxes Paid

3. NYS DMV Form MV-82
* Need this form in order to register it
* Where it states Type of Vehicle, Check OTHER and write in ATV
* It's going to ask again, if you checked OTHER describe your vehicle, Put ATV again

4. NYS DMV Form DTF-803
* This form is to show the taxes paid on the purchase
* If you buy it from a Dealer like I did, You're going to need your Dealer's Tax Certification #
So make sure to get this number when you purchase from a dealer.

5. VIN
* To save you an additional trip to DMV, take a Photo of your VIN or
TRACE your VIN with a Pencil on a sheet of White Paper. (I Traced it)

6. $17.50 USC
* $10.00 to register and $7.50 for issuing a New Plate


I have Insurance Coverage also, but NYS DMV
did NOT require it to register.


My small Hurdles that I went through:

1. I did not have NYS DMV Form DTF-803 when I approached the Window,
so I had to fill one out in front of her.

2. I had to call the Dealer to get his Tax Certification # to complete NYS DMV Form DTF-803
Thank god the owner was there when I called

3. During the whole process in front of the window, the DMV lady couldn't find the Make / Model
of the Buggy in their system. She asked me a couple of questions to confirm that the vehicle
was an ATV. Now Remember, Do Not give them any inclination that the ATV is a Buggy.

She asked:
Are you sure this is an ATV?
Yes Ma'am
Short & Sweet answer, plus the MCO indicates that it is an ATV.

Is this a 4 Wheeler?
Yes Ma'am
Again, Short & Sweet answer
I knew what she was referring to........but hey it sure does have 4 Wheels

I then saw her reach over and obtained a new ATV plate, and I'm thinking..."I did It"

Until she started the registering process through her computer, and she says
"I can't register this ATV because DMV does not recognize the VIN#"
" You must TRACE or take a PHOTO of your VIN#"

Well I went back home and I decided to TRACE it instead and I went back to DMV.

She looked at the the paper with the traced VIN# on it and stated,
"Yes, that sure is the VIN#". She got back on the computer and finished registering my BUGGY. Hahahhaha


REMEMBER: Your MCO/Title must state ATV on it.

If it doesn't call your buggy company and asked if they can
replace it with a new one stating ATV on the MCO

In NC, it works a little differently...unfortunately. Case in point for me was my Hammerhead 400. Was registered as a Dune Buggy in a different state. In NC, despite the fact that I had a TN title, it wasn't just a go to the DMV and be done deal. They wanted me to have to take it to a state inspector and have him certify it as road worthy. These guys are like customs guys in that they think they are God's gift to the world. Just wasn't worth the hassel.

the helix meats state standards in new york as an atv you can register it like that i think....... i know mine has a metal plate on the engine that says so on it. im getting mine registered in january

Joshstep1, the buggy is not street legal here in NY.

There are very very few states that these buggies can be street legal.

"An ATV must be registered with the Department of Motor Vehicles (DMV) if it is operated anywhere in New York State, including on the owner's property"

The reason for registering and insuring the buggy is to be able to ride
in State Parks & public areas that allow any atv riding.

Some clubs / Private ATV Trail riding locations also requires the rider to have insurance only for their ATV before riding in their property also.

That's why is very important before anyone goes out and buy a buggy
from a private owner or dealer to ask if they have a Title for it and it states
"ATV" for type of vehicle on it.

If it does you'll be able to ride at the locations discussed, and not only
on your property.

Without having a Title or a Title that does not have "ATV" listed,
it's going to be very difficult to register or insure.

Amazingly, I just learned that the guy that bought my HH400 was actually able to get it plated here in NC! I would have though for sure they would give him a hard time but I saw it on craigslist advertised as plated and street legal (and for a significant amount of money higher than I sold it!).

Definately a fun machine to own though as long as you didn't need parts.
