Default Will not turn over

My 12.8 HP GY6 Engin wont turn over. I replaced the transmission belt and took the grounds off and Im not sure where they are originally supposed to go. Im also not sure if that even has anything to do with it not turning over. If any suggestions i would greatly appreciate it.

The grounds usually ground to the cvt cover. Remember due to the rubber isolator motor mounts the engine needs to be grounded, if not their will not be a ground to activate the starter. Grounds need to go both to the chasis and the engine.
