That may be a Jehm. I happened to be looking through a parts list earlier that were all Jehm parts and some of them lead me to a Jehm 90 Z-2. (note the Z).
I believe ultimately, that is a generic one that is branded many different ways. The dual headlights should help narrow it down. I believe Kasea made one as well.
