Mini Razor Clone, or look a like?

In my town, you can get tags for Golf Karts, and UTV's. I tried to get a tag for my Yerf. But wouldn't let me. They said it had to be more like a Razor. Or a UTV. I tried to explain that this buggy does everything a razor will do. And ppl don't use them for work in town. They use them to drive around. And how is the Yerf any worse then the 15 Golf Karts that drive around, that cant even hit the speed limit? Losing battle for me. Comes down to the ppl that have money, get to make laws.
Would like to Find a 150cc or something close to get my hands on, in some type of Razor or UTV format. There is Mini Razors clones, with a bored out 150cc. They about $2,550 New. Really like to find something used. More like $1000 or less. Don't care if runs or not.
Once I get it tagged, I'm going to strip it down. And find the loudest exhaust I can find for it. .
Anyone got any idea's? Or seen something like what I'm talking about used?
