Default Oyellr govener doesnt move

Hello everyone i bought a used murray explorer with a tecunseh 6 horse engine took it home and and did the usual things checked the plug replaced fuel lines took the carb off and cleaned it and got it running idles smooth but the problem i have is that the govener arm doesnt move so any ideas would be greatly appreciated

Are the springs still hooked up to the govenor?

Yessir it has the spring that connects to the throttle slide assembly

Yes and it moves when you move by hand no binding
But when I start the motor and move the linkage to the carb to rev the motor I noticed the governor arm wasn't moving
