One or all of 3 factors cause your symptom.
-Fuel enricher not working. check for power and function . There are post here detailing how to check.
-Pilot and main jets too small. Most aftermarket carbs (e-bay) are pre-jetted for scooters unless you got the carb from a dealer specific to your model. What size pilot and main jets are in it? Start with a #40 pilot and a #48 main. These numbers are probably off but will get you close enough to fine tune.
- fuel delivery. you bumped up the consumption. So increasing delivery is needed . make sure you have vacuum to the tank shutoff valve. we always recommend doing away with that vacuum valve. Those valves are problematic. Use a manual shut off, thus eliminating the need for vacuum and guaranteeing positive flow, with 5/16th or larger line and a high volume/large capacity gravity feed fuel filter.
