Default Gy6 spark

With all the work I have done on my yerfdog scout I now think my problem is with spark. I replaced the stator and coil along with piston rings and jug etc and carb.

If I put the read lead from meter into the spark plug wire and the black lead to ground and crank it....i am only getting about 20-30 volts.

How many volts should there be at the plug?

I have been testing the volts and ohms of the stater, trigger, coil

When I crank it over with the plug out and check spark sometimes it is blue and then nothing and then sparks occasionally

I grounded the engine with heavy wire to frame so I know it is grounded

I tested the stator and trigger ohms and it seems low. Could the ground on the sator be causing this? or the trigger?
