Is it a hydraulic system or does it have a metal rod connected to the caliper?

Thank you for your response. It is a hydraulic system. I am starting to wonder if it retracts at all.

Typically, you can use a C-Clamp to compress it back down. It just compresses in.

You also need to make sure that you have backed off the emergency brake screw. Otherwise the piston will only go till it backs into it.

Also when you compress the piston make sure you open the bleeder valve on the caliper , otherwise the reverse pressure created will blow out the master cylinder. TOM

take the cap off brake cylinder
back off emergency brake screw
push shoe and caliper against rotor
will probaly be enough use c clamp if needed
put back together w/new pads
adjust brake screw out brake cap back on
pump brakes add brake fluid if needed
go have some fun
